- MANILA: A Philippine court has ordered the arrest of a police officer accused of killing a Norwegian tourist who intervened in a fight outside a bar in a Manila suburb.
Police Chief Inspector Rodelio Marcelo of suburban Quezon City said Friday that Manila police officer Harold Meneses has been in hiding since allegedly shooting 18-year-old Mikael Troy Johanssen Rasay in July.
Marcelo says the Quezon City regional trial court issued an arrest warrant for Meneses this week.
He says Rasay and his friends had just left the bar and tried to break up a fight between a man and a woman across the street. Moments later, witnesses reported seeing Meneses chasing and shooting Rasay, who died in a hospital. A stray bullet wounded a bystander.
