The king issued another decree appointing Lt. Gen. Abdul Elah bin Othman Al-Saleh as secretary-general of the Military Service Council after retiring Lt. Gen. Nasser Al-Arfaj, who was hitherto the MSC chief.

Before assigning Al-Saleh to take up the new job, the officer was promoted from the rank of major general to lieutenant general.
