The CIB's report on the government's performance during the year 2010-2011 noted eight shortcomings in a number of government departments including negligence in the handling of official papers and delay in the electronic processing of office papers.

The report said that some government departments were delaying the execution of construction projects while the employees of other departments used government cars for personal purposes despite the fact that they were paid transport allowance.

It added that many government departments also did not take good care of important documents .

The CIB also said a number of insurance companies were in business and taking money from the citizens without official licenses from the Saudi Arabian Monetary Agency (SAMA).

It said that a number of municipalities have delayed the implementation of sewerage networks to drain rain and floodwater, thus causing damage to the residents and the basic infrastructure in a number of towns and cities.

The CIB noted that Article 21 in the Civil Service Regulations preventing payment of salaries to absentee employees was not being implemented. "A number of government departments showed weakness in following up and supervising other institutions affiliated to them," the report said.

The CIB commended the cooperation of the government departments which enabled it perform its duties and said a number of these departments have respected and implemented its observations and recommendations.
