RIYADH, 9 October — The Council of Ministers yesterday approved new regulations related to the entry and exit of foreign passenger and goods vehicles. It also made alterations to articles of Cabinet decision No. 2 dated 3/1/1390H.
Referring to vehicles entering the Kingdom, the new rules instruct Saudi missions abroad not to mention entry or exit point given to drivers and their assistants.
Foreign public vehicles will be allowed, after unloading their goods, to carry goods on the way back to their countries of registration through the deportation offices licensed by the Communications Ministry.
“They will not be allowed to carry goods to any country other than the country of registration, unless they have permission from the ministry,” Information Minister Dr. Fuad Al-Farsi said while explaining the Cabinet decision.
Empty public vehicles will not be allowed to carry goods from the Kingdom to the country of registration or a third country, except with the ministry’s permission.
With regard to vehicles crossing Saudi territory, the regulations say that Saudi missions should not mention the entry and exit points of such vehicles while issuing visas to their drivers and assistants.
“The customs authorities will continue to determine the roads to be followed by the driver of such vehicles from the entry point to the exit,” Al-Farsi said.
Foreign public vehicles crossing Saudi territory are not allowed to unload their goods in the Kingdom or take goods from the Kingdom.
On empty vehicles going to Saudi ports to carry transit passengers or goods, the rules instruct Saudi missions not to specify the entry or exit points in the visas of drivers and their assistants.
The vehicles will not be allowed to take goods and passengers from Saudi ports except to their country of registration. “They should get special permission from the ministry to transport them to a third country.”
The new rules and regulations, the Cabinet said, do not violate any existing bilateral, regional and international agreements with other countries.
The ministries of the interior, finance and communications will coordinate to implement the Cabinet decision.
