On Saturday, the man tried to attack a boy after damaging the bicycle the boy was riding.

“We complained to police on two occasions in the past, but they did not take any effective action to take him away. They would take him to the police station but after two or three days, he would reappear on the street and resume his annoying activities,” local resident Khaled Al-Lehyani told Arab News.

He said some of the local citizens recently met with Director of Health Affairs in Jeddah Sami Badawood and asked his advice on how to deal with the issue. Badawood said the man should be taken to a mental hospital. He also asked them to give the police a written complaint against the man.
