Police said the men admitted to stealing 10 cars at different times and using the cars to snatch mobile phones from pedestrians by driving dangerously close to them. The first two phone-snatching incidents were reported on Sept. 15. After a few snatching operations, they would abandon the car and steal another one, the police source said.
