JEDDAH: Jeddah Gov. Prince Mishaal bin Majed has said that all citizens in the Al-Ruwais neighborhood will be treated equally.
Asked in an interview regarding the government's dealing with those who do not have documents that prove their ownership of real estate, the governor said: “We will not allow any citizen thrown out on to the streets.”
The prince said the government would not disregard the rights of landlords in the development of slums in the Al-Ruwais project, expressing his hope to succeed with this project being a starting point in the development of other slums.
He explained that the main owner has five options, which were announced weeks ago. “The landlord chooses and will not be forced.”
Prince Mishaal denied the existence of any approach to stand against the interests of owners, calling for the development of neighborhoods so as not to become “black spots on a clean dress.”
The first meeting to start the first implementation phase of the development of Al-Ruwais was held on Wednesday at the headquarters of the province, and was attended by architect Hani Abu Ras, and Secretary of Jeddah and Chairman of Jeddah Company for Real Estate Development Ibrahim Kutubkhanah.
Abu Ras said that the aim of the project is to develop the slum protecting landlords’ rights, pointing out that the Jeddah Company for Development and Real Estate Development is 100 percent government-owned and was created to achieve the goal of developing slum areas.
He noted that the secretariat started working on strategic plans two years ago, with the participation of all government agencies, based on six major orientations, including raising the architectural efficiency in the province, which falls under several related criteria.
Kutubkhanah pointed to the existence of several parties to finance the project, starting with the expropriation of properties that requires more than SR2,300 billion, in addition to the establishment of the infrastructure and delivery of services.
He stressed that the project will provide more than 6,500 housing units and can accommodate more than 63,000 residents and users of other activities. Priority will be given to existing owners.
He pointed to the five options, where owners will choose one of them with the possibility of combining more than one option, according to their financial circumstances and decisions. Kutubkhanah said: “The project will be launched on the 29th of Shawwal. The first phase will last for 90 days. Several stages will follow. The existing structures will be completely removed within a maximum period of a year.”
He revealed that “the infrastructure costs exceed SR5 billion and superstructure costs exceed tens of billions.”
