DOHA, 24 January 2006 — Qatari officials policing the Gulf region’s largest initial public offering have arrested at least 20 people for scalping tickets for places in the queue and selling them to investors for more than $270, officials said. The $1.1 billion IPO of Qatar’s Al Rayyan Bank, which opened last week, has sparked a frenzy among investors scrambling for a share of the equity boom in the world’s top oil producing region.
