Investigative bodies will have the option of releasing suspects after providing them with an electronic bracelet to confine them within certain perimeters such as a city or a country, said Director General of Prisons Gen. Ali Al-Harthi.
The experimental electronic-bracelet project is being tested at the Ministry of Interior, he told a local newspaper, adding that it is part of the implementation of an experimental scheme for alternative punishment.
Al-Harthi said the current number of 300 female officers in Saudi prisons need to be increased. The ministry is studying the establishment of an institute or a training center for female prison employees.
These centers would also meet the training requirements of other security departments’ female recruits including military, physical or any other type of training. Female recruits of narcotics, police and Civil Defense can be trained in these centers as per their department’s specialization and requirements.
Some prisoners are not released on time after they have served their sentences. Al-Harthi said a prisoner could stay in prison as a result of a private rights issue when the prisoner has not fulfilled (paid) a private right (to another person). In this case, the prisoner is not included in the pardon of the Custodian of the Two Holy Mosques King Abdullah. When procedures are still ongoing related to other cases involving the prisoner, he may be kept in jail.
Thirdly, when the prisoner is sentenced to deportation after serving the sentence, he is also kept behind bars, sometimes because of procedural obstructions but that this delay would not be prolonged, said Al-Harthi.
