The Human Resources Development Fund (HRDF) website crashed recently after being flooded with requests about the body's announcement that it would start making payments to beneficiaries from June 3.
Thousands of people were seen at Internet cafes around the country checking whether they are eligible.
Citizens blamed Internet service providers for failing to handle large data requests.
Ibrahim Al-Moaiqil, director general of the fund, said that there are 1.5 million Hafiz beneficiaries. He confirmed that the fund would start making payments at the beginning of June.
The Council of Ministers approved the Hafiz program for serious job seekers between 35 and 60 years of age recently. Payments would be dispensed for a whole year at SR1,500 for the first four months, SR1,250 for the following four months, and SR1,000 for the last four months of the year.
Young men who do not qualify for aid of SR2,000 a month can apply to a program that would help them find jobs.
