New card to replace ‘istimara’

RIYADH, 22 December 2002 — The present motor registration document (istimara) will be replaced with a new vehicle license and ownership document, according to Brig. Fahd ibn Saud Al-Bishr, director general of traffic department.

Bishr said the department is currently preparing the two documents which will be issued to motorists shortly. The vehicle license will contain information about the vehicle such as its model, registration number, chassis number, capacity and the date of expiry. The ownership document will show the owner’s name, his ID number and date of manufacture of the vehicle. The original of the ownership document can be kept in safe custody while its copies should be kept in the vehicle. The vehicle license should always be kept in the vehicle.

The vehicle license will not entitle its bearer to sell the car while the ownership document will. There will be no additional fees for the new documents, he added.

The new printed license and document which will be of the size of an ID card and it will be safer to handle as they cannot be damaged or tampered with.

The vehicle license should be renewed every three years while the ownership document has no specific expiry period as it will be changed when the ownership changes.

In the case of installment sale or hire-purchase the ownership document will be kept with the company and the buyers will keep only a copy of it.
