The Human Resources and Development Fund (HRDF) was set up to assist young Saudis in entering private sector employment in order to facilitate national development and reduce the number of expatriates in the local work force.
HRDF subsidizes activities involved in qualifying, training and employing Saudi nationals in the Kingdom’s private sector. HRDF covers a percentage of the salaries of Saudis trained and employed in the private sector in coordination with the program. Field programs and planning studies aimed at reducing the number of expatriates in Saudi Arabia may also find funding support through HRDF.
HRDF supports the creation of training programs set up by the Kingdom’s private sector. The fund acknowledges that the public and private sectors in Saudi Arabia must work hand in hand for the success of efforts to nationalize the work force. HRDF works in close cooperation with the National System for Joint Training (nsjt.org.sa). This non-profit organization provides training for certain professions and trades according to the needs of the labor market. Saudis trained under NSJT programs are available for three-month, no-risk trials to Saudi employers to encourage them to consider hiring from the local work force.
