Usually, if someone works below his university status he may be able to upgrade and change that, with the help of the sponsor, by presenting his attested certificates to the authorities. If, as you say, you have attested university degrees from your country, you may be considered an “engineer steel fixer.” On that basis, and if your salary is SR3,000 riyals or higher, you are eligible to bring your family here to join you. If there is any cost, it will have to be met.
 

 
I am afraid this is how it is done in Saudi Arabia, as a rule. I think that is legally right, because these official holidays come in fixed dates, and they have to be celebrated exactly on those days, and cannot be replaced by others. The best thing to do is to plan your annual leave so that the starting and/or ending date of the annual paid leave begins and/or ends next to the holiday. For example, suppose you have a one-month vacation. You could start it exactly after the four days of Eid-Al-Adha.
 

 
Regardless of your circumstances, you cannot compel your employer to provide a no-objection certificate, releasing you to work for somebody else, if he does not want to do so.
