Television footage shows workers of state tobacco and liquor company Tekel ducking and covering their faces with their hands after the pepper spray was used at the unauthorized protest in Ankara, the capital, Thursday.
The protest is aimed at drawing attention to the plight of about 10,000 tobacco workers laid off by the government.
The workers want new permanent jobs, saying the government's offer to work elsewhere but only on 11-month renewable contracts is not good enough.
The workers have been holding demonstrations across Turkey for months after being fired when Tekel was sold to British American Tobacco Investments Ltd.
