The court is hearing a scam worth more than Rs.5 billion in the National Insurance Corporation Limited (NICL) of Pakistan.
An FIA official appearing in the court said they were unable to arrest an accused Amin Dada because FIA chief Waseem Ahmad was accompanying him when the raid took place.
Chief Justice Iftikhar Muhammad Chaudhry said that "this is public money and we can't allow this loot and plunder where high and mighty connive to protect each other."
A three-member bench of the top court headed by Chaudhary was hearing a suo motu case regarding the alleged violation of rules by former NICL Chairman Ayaz Khan Niazi in the procurement of land on exorbitant prices causing great loss to the national exchequer.
"The culprits should be arrested and the culture of protecting the influential should end," Chaudhary said during the hearing.
Siddiqui is one of the blue-eyed boys of President Asif Ali Zardari. He was made the director general of the FIA on contract by Zardari government. Earlier, he was the Karachi police chief.
