The New Paper quoted Tay Kim Sia as saying he was smoking a cigarette on the rooftop terrace of his apartment building earlier this week when he noticed tiny legs sticking up out of a large planter box.
The paper says Tay dug around the legs and found a baby boy with his umbilical cord still attached and a black plastic bag tied around his neck.
The paper says other seniors nearby helped clean the baby and called police. The paper says the baby was hospitalized but healthy.
Police spokeswoman Yvonne Edwin said Wednesday no one had come forward to claim the baby and the police investigation was ongoing.
