Regional police official Felicisimo Khu says a breakaway faction of the Moro Islamic Liberation Front detonated the 60mm mortar round by cell phone in front of the Commission on Audit office Monday in Kidapawan City in North Cotabato Province.
Army officials say troops also found two mortar rounds attached to two cell phones and electronic circuit boards Monday in two sacks with bananas that were abandoned along a road in Esperanza town in nearby Sultan Kudarat Province.
The rebel group, which has been engaged in peace talks with Manila, denied any involvement.
