The killing of Garun Kurbanov took place in Makhachkala, the capital of Dagestan, a predominantly Muslim province in southern Russia where authorities come under attack almost daily.
Police spokesman Vyacheslav Gasanov said the press secretary and also his driver were killed when unidentified men opened fire on their car Thursday morning.
The violence in Dagestan is linked to an Islamist insurgency that spread across Russia’s Caucasus region following two separatist wars in neighboring Chechnya.
