Speaking at a ceremony in Port-au-Prince commemorating Armed Forces Day, Martelly said he had set up a commission to prepare a blueprint for the restoration of the Haitian military.
The initiative flies in the face of reservations expressed by foreign donors and domestic opponents who say the restoration of the army, after the previous one was criticized for rights abuses, could be divisive and divert resources from the government’s challenge of rebuilding after last year’s disastrous earthquake.
