The Sofia City Court jailed Ivailo Evtimov, Prokopi Prokopiev and Daniel Dimitrov for 18 years and Lyubomir Dimitrov for 15.
In 2007-2009, the court said, the criminals kidnapped 10 public figures such as the co-owner of a soccer club for ransom payments and were caught while trying to capture an 11th victim, a businessman.
Bulgaria joined the European Union in 2007, but the bloc is now monitoring the country because of widespread graft and its insufficient crackdown on organized crime.
In July, the European Commission plans to issue its latest report on how Bulgaria is doing.
