Wouter Jolie opened the scoring for Netherlands off a penalty corner in the 24th minute, but Germany equalized through Oliver Korn's 43rd-minute strike in a goalmouth melee.
Germany then took the lead in the 63rd minute through Jan-Marco Montag, only for the Dutch to level with a goal from captain Teun de Nooijer three minutes later.
Netherlands leads Pool A with 10 points from four games, followed by Germany on eight points from four matches. No team is assured of a semifinal place ahead of Tuesday's last round of pool matches.
Asian champion South Korea and New Zealand are also contenders for semifinal spots from this pool.
South Korea kept its hopes alive with a 9-2 hammering of Canada, but New Zealand hopes of bolstering its claims suffered a setback when it lost 1-0 to Argentina after wasting a penalty stroke.
South Korea has seven points and New Zealand has six from its four matches.
On Tuesday, Netherlands plays South Korea, while titleholder Germany takes on New Zealand.
German captain Max Mueller was frustrated by his side's failure to take all the points.
"It was a super match with both teams performing very well, but in the end we were disappointed to get just one point," he said. "Now we must win our last match against New Zealand." By contrast, De Nooijer was clearly happy with just a point.
"We were 2-1 down with five minutes to go and were lucky to avail the chance that came out way," he said. "It's always nice to have one point rather than losing three.
We'll have to produce our best to beat South Korea in the last match." In the 2006 World Cup, South Korea advanced to the semifinals at the expense of Netherlands.
On Sunday, Jang Jong-hyun scored three goals for South Korea, while Nam Hyun-woo and You Hyo-sik added two each.
Lee Nam-yong and Yoon Sung-hoon were also on the scoresheet, while Philip Wright scored twice for Canada.
"We needed this win badly. I'm happy it all came together today," said South Korean coach Shin Seok-kyo.
"It will need a lot from our side to ensure we make it to the semifinals. We can only control what we do, and that is to beat the Dutch," he said.
A 55th minute goal from Facundo Callioni gave Argentina victory against New Zealand.
Callioni capitalized on Pedro Ibarra's cross from right, while New Zealand was left to rue a missed penalty stroke in the first session, when Ryan Archibald's effort was stopped by Juan Tomas Espinosa in the 32nd minute.
"It's disappointing to lose such a crucial game," said New Zealand captain Dean Couzins.
"We knew it could be a vital match and that's how it turned out. We tried our best in the end to get the equalizer, but missed a few chances," he said.
The win gave Argentina its first points after three defeats.
