Tola finished the men's race in 2 hours, 6 minutes and 41 seconds while defending champion Bayisa dominated the women's race in 2:22:04, breaking the race record of 2:23:05 set in 2002 by Marleen Renders of Belgium.
The winner of the 2009 New York half-marathon pulled away from Alfred Kering of Kenya on the uphill section with three kilometers to go. Kering held off a late charge from compatriot Wilson Kipsang to take second place, thirty seconds behind Tola.
Five runners were still competing for the victory as they entered the Bois de Boulogne. Kipsang accelerated in the 37th kilometer but Kering counterattacked, and only Tola could keep pace with Kering in the next kilometer.
Meanwhile, Bayisa took control of the women's race after 30 kilometers.
Bayisa set a fast pace that reduced the leading pack to just three after 25 kilometers, with Beyene Tsegaye Tirfi and Gurmu Workitu Ayanu running alongside their compatriot.
Christelle Daunay of France overtook a tiring Tsegaye Tirfi in the penultimate kilometer to finish second, 2:18 behind Bayisa.
Bayisa won the Xiamen marathon this year while Daunay was third at the 2009 New York marathon.
A field of about 40,000 started the 34th edition of the race from the Champs Elysees Avenue.
