Dogan News Agency, which obtained the video, says the boy was hospitalized after the fall in the southeastern city of Adiyaman. The hospital says the boy is in stable condition and is expected to go home as soon as tomorrow.
Dogan agency quotes witnesses and family members as saying a stack of plastic pipes in the ground cushioned his fall.
The boy's mother, Tugba Altinkaya, says she had run into the apartment briefly to get water from the kitchen sink when the boy fell. She says she was terrified when she came back and saw her son on the ground below.
