A police patrol detained the man wearing in-patient clothing wandering close to a government hospital on suspicion that he was fleeing from a hospital ward early Monday morning, just after midnight. His left hand appeared to be broken and was in plaster.
Policemen discovered that the man was in possession of a small amount of hashish and attempted to turn him over to drug-enforcement officers. However, the drug enforcement officers refused to take the man into their custody claiming he was unfit for criminal proceedings.
A Red Crescent team arrived and declared the man mentally sound, but the drug enforcement officers agreed only to confiscate the drugs in the man's possession. The man was taken to a local police station.
