Istanbul was sending two Turkish Airlines planes to Egypt on Sunday to evacuate Turkish citizens, state-run Anatolian news agency quoted embassy officials in Cairo as saying.
They said that if necessary the evacuations would take several days.
In Cairo, the US Embassy was quoted by Al Arabiya television saying it wants US citizens to evacuate.
The US Embassy was not immediately available to comment. A warden message two days ago urged US citizens to defer non-essential travel and be careful.
Several Arab nations have already organized additional flights to take their nationals and families of diplomats out of Egypt.
Among these countries were Saudi Arabia, the United Arab Emirates, Lebanon and Jordan.
Earlier reports said thousands of people have been stranded at the Cairo airport on Saturday, at least half of whom were travelers whose flights arrived after the government imposed curfew.
The other half included Egyptians and foreigners who had been scrambling to flee the country only to find that several airlines had either canceled, delayed or suspended their flights.
