Police said that the device used by the 23-year-old suspect at the Co-op bank in Watford, north of London, was not viable.
Detective Superintendent Michael Hanlon said “there is no suggestion at all that this was linked in any way to terrorist activity.”
Police and army explosives experts sealed off the area after the incident began in the morning. Local businesses were evacuated.
About three hours later, the suspect wearing a white shirt and dark trousers surrendered and was escorted from the building by police.
Police said no shots were fired during the incident.
