The rare trip by a high-ranking western government official to Gaza comes a year after Israel denied Dirk Niebel entry to the strip along the Mediterranean controlled by Hamas.
Niebel’s office said Friday the minister will visit a sewage plant being refurbished through German aid that is to serve some 600,000 people.
It said Niebel on Tuesday will also meet a UN mission chief, but he has no meeting with Hamas officials.
Niebel last year said denying him entry to Gaza was “a big foreign policy mistake,” but the Israeli government maintained that UN officials or similar could be allowed in, but not “ministers from individual countries.”
