Liberia prepares for constitutional referendum

The referendum, scheduled to take place Tuesday, is being seen as a test of Liberia’s democracy as the country prepares to hold its second postwar election this fall.
The top opposition party, Congress for Democratic Change, argues that the proposed changes to the constitution favor the ruling party.
They criticize three of the amendments including one that would lower from 10 to five the number of years a candidate would need to have lived in Liberia to run for president. If this were to pass, the slate of opposition candidates could grow considerably — a move which would hurt the opposition since they would split the vote.
