The mayor’s office in Jeddah said only complete proposals will be considered in the bidding process for infrastructure projects in the city.
The directive was made prior to inviting construction contractors to bid on a new bicycle roundabout at King Fahad Road next Tuesday.
A representative of the mayor’s office said construction contractors must be fully aware of the scope of the project and submit documents containing detailed underground utility information in their proposals.
Many construction proposals submitted to the office do not contain the necessary information relating to underground networks and result in a delay to the bid proposal process. He said proposals must be submitted prior to bid deadlines.
Underground utility network information is available to contractors from government coordinated utility departments.
The mayor’s office intends to stop the number of infrastructure project delays resulting from contractors who do not account for utility cables that have to be relocated during construction. These delays impact the project schedule and overall project costs.
In some infrastructure projects currently underway, the discovery of networked utility cables results in the project being put on hold until they can be relocated.
In March, officials at the Agency for Construction and Projects at the municipality said the delay to the Tahlia and Prince Majed intersection was due to the fact the contract did not include the removal of utility cables located under the road.
