Saudi Arabia will soon introduce a code of ethics for all government workers, which requires them to work and provide public services in an honest and diligent manner.

The Ministry of Civil Service is waiting for Custodian of the Two Holy Mosques King Abdullah to approve the code. All employees have to sign the document, which will be kept in their files.

Abd Al-Aziz Al-Khanin, spokesman for the ministry, told Al-Eqtisadiah newspaper recently that the code consists of 12 articles. It places emphasis on fairness, equal opportunities, transparency, accountability, professional integrity, neutrality, patriotism and shouldering responsibility. It also sets out penalties for violations.

The code outlaws any behavior of employees to gain preferential treatment from their supervisors, including flattery and cheating. They should also not try to deceive their supervisors by withholding information that could affect the work of their department, or try to obstruct work processes in any way. Another article of the code forbids employees from accepting any direct or indirect gifts or favors that may have a direct or indirect impact on their objectivity in carrying out their jobs.

The code also bans employees from divulging official information or documents that they have seen in the course of their work. They must also refrain from voicing any comments or opinions regarding any subject while the matter is still under deliberation. The code requires workers to carry out their duties with integrity, honesty and objectivity. They must respect others and not violate their rights, and must not discriminate against anyone for any reason.
