The Shoura Council will discuss Tuesday a proposal to disburse monthly financial aid to elders who have no other source of income.

The proposal suggests a monthly sum equivalent to no less than 50 percent of the lowest average wage in the Kingdom.

The Social Affairs Committee at the council said that the proposal, which was submitted by Salem Al-Merri, a former Shoura member, includes granting elders a discount of at least 20 percent on any service provided and giving them priority at institutions and firms that provide public services.

The committee pointed out that the proposal had several justifications, including the growing number of elderly citizens in the community and the growing incidents of abuse against them.

The draft proposal recommended not granting licenses to companies and institutions that provide services to hotels, restaurants, hospitals and other such establishments unless they give a 20-percent discount to seniors.

The proposal demands that elders not be referred to nursing homes unless the senior citizen or his legal guardian request their transfer or at the request of the Ministry of Social Affairs.
