LOCAL PRESS: Why employees are paid overtime

If you go to the government ministries that have made provisions for their staff to work overtime after the official work hours you cannot see anyone at work.
The government job gives the employee a sense of security. He will keep his job whatever happens. You will find him playing seek and hide with his boss. He disappears and the boss starts chasing him.
Many people question why their paperwork is delayed. It seems that these people are oblivious to the fact that the employees take every opportunity to waste time.
They start preparing for the Dhuhr prayer as early as 11.30. They will come back to their offices after 1 p.m. and the official work hours end at 2.30 p.m. Then how can they find time to finish the paperwork to solve people’s problems?
I recently read a newspaper report that claimed the administrative judicial council at the Court of Appeals had instructed 300 judges and a number of court employees to work overtime for two months to clear up the backlog of cases.
The report said this was circulated among all heads of courts and judges. The circular asked them to work two hours more than normal to reduce the burden of lawsuits piling up at the administrative courts.
On reading this news item, I said to myself that it would be good if the court presidents follow the example of the Court of Appeals’ president Ibrahim Al-Hiqail, who recently said he was studying the reasons behind the backlog.
The Court of Appeals is considered the best judicial establishment from an organizational and administrative point of view.  It is also known to be very firm in settling cases against government organizations.
