Turkish MPs vote down key amendment

Parliament's vote Monday was 40 votes short of the 367 required for the proposal to be adopted outright and three votes short of the 330 required for it to be decided by a referendum.
The measure was part of a package of draft amendments to the Constitution that is fiercely contested by opposition parties who say the Islamic-oriented government is trying to reduce the powers of secular opponents.
The governing party narrowly escaped being disbanded in 2008 on charges of undermining secularism.
Other draft proposals still being debated would give Parliament more say in the appointment of senior judges.
