Beneficiaries of the pardon also include violators of public rights. Some debtors will also be included in the amnesty after the private (civil case) rights of their lenders are resolved by the government.
The conditions for a debt defaulter to be eligible for the pardon are yet to be worked out by the Ministry of Finance in collaboration with the prison administration.
In the past the authorities settled debts up to SR800,000. Freed Saudi prisoners will be eligible for stipends for studies and training on trades that suit the Saudi job market. Foreign prisoners are typically deported after release.
According to an earlier statement of the Minister of Social Affairs Yousuf Al-Othaimin, a subsidiary of the ministry signed agreements with some universities and technical institutes for job training and studies for the underprivileged sections.
“The Social Charity Fund signed SR3.25 million worth agreements with some Saudi universities and training institutes,” he said. “Citizens registered for social insurance or with charity societies will also be covered by the agreements.”
The diploma programs focus mainly on English-language skills as well as programming, database management and accounting.
