New rule to improve civil affairs

Officials at hotels and furnished apartments or any other hospitality organizations must also record in their register the names of guests who are 15 and above, the Civil Affairs Department said. If they fail to do so, a SR10,000 fine would be imposed on them.
The new executive bylaw, which has been approved by the Interior Ministry, comes into effect on July 30. It will nullify all regulations and instructions that contradict its articles.
The bylaw has 199 articles that have taken into consideration the problems facing Civil Affairs Offices while providing various services.
Meanwhile, a new system adopted by the Civil Affairs Department allows the allocation of an independent page or pages in the family register for each wife and her children, irrespective of whether their husbands are alive or dead, an informed source said.
If the person has any other dependents, they will be mentioned below the names of the family members, the source pointed out.
Separate pages will also be allocated for the children of divorcees and the name of the mother will be mentioned in the family records with her civilian register number.
Maj. Abdul Rahman A-Fida, undersecretary for civil affairs, told Al-Madinah Arabic daily that the new laws are drafted in harmony with developments in electronic services, adding that all the department’s services could be completed through the ministry’s website.
“One of the main features of the new executive bylaw is that the civil register number should be recorded for each service,” Al-Fida said.
“A person must record his or her civil register number while applying for any service at any public or private organizations.”
According to the bylaw, the validity of the personal civil ID would be five years for individuals aged 15 to 30, 10 years for those in the age group of 31 to 50 and 20 years for those aged above 50.
The bylaw said citizens would have the right to obtain the original birth certificate of their children soon after registering the birth.
