It was not revealed where the directives came from but said they were circulated to university rectors and school principals with the aim of tackling this rising trend that has been publicized by a number of electronic sites.
The directives ordered guardians of the male and female students to sign a written pledge that their sons and daughters will not dress like members of the opposite sex.
They said these students would not be allowed to enter schools or universities unless they dress appropriately.
The directives also ordered the Commission for the Promotion of Virtue and Prevention of Vice (Haia) to crack down on such behavior in public places.
The newspaper said the directives were made following a study that said such deviant behavior was alien to local society and considered wrong.
