President Benigno S. Aquino lll recently signed into law Republic Act No. 10817, otherwise known as the “Philippine Halal Export Development and Promotion Act.”
The law is in line with the government policy of recognizing the important role of exports to national economic development, and the potential contribution to halal industries on this.
This is also in line with the Philippines’ commitment to international trade agreements, including multilateral and bilateral mutual recognition agreements, which harmonize local standards with international standards on halal products.
The law establishes the Philippine Export Development and Promotion Board which will be composed of the respective Secretaries of the Department of Trade and Industry (DTI), National Commission on Muslim Filipinos (NCMF), Department of Agriculture (DA), Department of Health (DOH) and other concerned government agencies.
The board is tasked to promote and develop the Philippine halal Industry and accredit Halal-certifying entities/bodies for the utmost benefit of Muslim Filipinos and in partnership or cooperation with appropriate agencies, individuals, and institutions in the Philippines and abroad.
All Philippine products that will be exported as Halal shall undergo mandatory certification from an accredited Halal certification body that comply with national and international standards for halal food and products, which refer particularly to meat from animals that have been slaughtered according to Islamic law.
The new Republic Act No. 10817, which aims to make halal export industry more competitive in the global market and will give the Philippines a good position to excel in the halal trade industry.
It also provides protection to the well-being and interests of domestic Muslim consumers in the country.
The new law is expected to support the Halal Tourism Project of the Philippine Department of Tourism, which aims to attract Muslim leisure and business travelers and family vacationers to the Philippines.
