An official in the Ministry of Justice said e-linkage between executive departments and the Saudi Arabian Monetary Fund (SAMA) will contribute to the speedy implementation of the rulings of executive judges; rulings will be decreased from three months to 48 or 72 hours.

He pointed out that rulings were done manually on paper, which took a very long time.

He confirmed that linkage with SAMA allows the executive judge to send his rulings electronically to SAMA from the accounts of the accused to the department of implementation.

Justice Ministry spokesman Fahad Al-Bakran said in a statement, quoted by local media, that coordination between the ministry and SAMA had begun.

Al-Bakran said that the project was due to start at the beginning of September and called for the disclosure, reservation and implementation against the accused according to the rules of the executive system and its executive list.

He said executive departments take time and effort in writing rulings, which delays and obstructs the delivering of rights to their owners.

The ministry sought to set up e-linkage to speed up delivering rights, especially with regards to personal status issues that target alimony for children and women.

He added that an administrative and technical team from the two sides prepares and offers e-linking mechanisms between them to implement rulings in rights cases, alimony for divorcees or providing support for divorcee’s children or any money that others have a right to.

He said the link will cause a qualitative leap in strengthening the speedy implementation of judicial rulings and control stalling methods. This linkage will also increase the strength of the MOJ in implementing rulings.

The justice official said e-linkage has been completed with the Ministry of Commerce and Industry.

E-linkage will also be forged with the National Information Center, the Ministry of Housing, and the Capital Market Authority and the General Investment Authority to follow up on funds of people stalling payments, their movements and identifying those who refrain from payment.

He confirmed that the Justice Ministry will issue lists that allow the private sector to implement four tasks in implementation departments.

These are represented in judicial guarding permits, which are concerned with reserving and managing funds; judicial sale agent, who assumes the sale of real estate through auctions according to defined and set standards; license for judicial server, who is responsible for movables and other materials from the property of the accused; and judicial securities’ officer, who notifies people threatened with reservations with judicial orders.

The justice official said executive courts in Saudi Arabia returned an amount of more than SR22 billion to its owners after receiving more than 60,000 rights’ returns (applications) from citizens and residents in the first six months of 2014.
