RIYADH, 14 December 2003 — In coordination with the government and in an effort to rid the Kingdom of terrorists, Arab News is publishing some background information on the terror suspects. They are wanted by the authorities for their involvement in terrorist acts that have taken place in the country over the last eight months. Any person — Saudi or non-Saudi — who has any information at all about any of the following individuals is asked to contact the Ministry of the Interior’s hot line: 990. The ministry is offering a reward of SR7 million to anyone who helps foil a terrorist attack or plot, SR5 million to anyone who supplies information about a terrorist cell and SR1 million to anyone who reports a wanted terrorist.
Saud Al-Otaibi
Full name: Saud ibn Hamoud Al-Otaibi
Nationality: Saudi
Age: 32
Background: The suspect’s father says that he last saw Saud three months ago when he took his pickup truck loaded with dates from his farm in Derma to a date factory in Riyadh. Saud did not return. He later called to tell his family that he escaped police at a checkpoint when they stopped him. He told his sister on the phone that he asked the officers to call his father, and when their back was turned he ran away ditching the dates. According to his father, his son lost his ID card eight years ago and did not apply for a new one because he objected to having a photo placed on the card, saying it was sinful and against Islam. He also resisted the idea of his family buying a television set. Saud traveled to Afghanistan over a decade ago even though he did not have a passport and got by using stamped letters from the Passports Department claiming that he wanted to work with a charity group there. The suspect left behind his wife and four children.
Mustafa Mubaraki
Full name: Mustafa ibn Ibrahim Mubaraki
Nationality: Saudi
Age: unknown
Background: Mustafa’s family has asked him to give himself up to avoid being killed and so that his punishment will be reduced. Relatives say that they did not notice any change in his behavior or extremism in his ideology. He taught religion in an intermediate school. He disappeared some months ago and his whereabouts remain unknown.
Bandar Al-Dakheel
Full name: Bandar ibn Abdul Rahman Al-Dakheel
Nationality: Saudi
Age: Unknown
Background: The suspect’s family is urging him to return to sanity and surrender to authorities, especially since it has been announced that if suspects do so, their punishment will be reduced. Bandar deserted his family last year and his whereabouts remain unknown. His family says that he is not related to the other suspect with the same surname on the list — Faisal Al-Dakheel — or to Ahmad Al-Dakheel, who was killed during a shootout with police during a raid on a farm in Qasim.
Mansour Faqeeh
Full name: Mansour ibn Muhammad Faqeeh
Nationality: Saudi
Age: 22
Background: Mansour did not finish high school. His older brother Fahd was killed in Afghanistan five years ago. His younger brother Hassan, 18, was arrested shortly after May 12. At that point, Mansour disappeared. His father said Fahd, who was killed in Afghanistan, had embraced an extreme ideology that took him “down a dark path that led to his death.” Mansour’s mother regrets not paying closer attention to the change in his behavior and urged all mothers to keep a close watch on their children. Neighbors say the two sons used to pray regularly at the local mosque and sometimes filled in for the imam during his absence.
