RIYADH: Saudi Arabia has achieved a new global milestone, ranking first worldwide in the Digital Readiness Framework 2025 issued by the International Telecommunication Union.

The Kingdom scored 94 out of 100 in the “Very High” category, rising from fourth place last year with 90 points, the Saudi Press Agency reported.

It was followed by Finland and Germany (93 points each), the UK (92), Norway (91), and France (90).

The achievement reflects Saudi Arabia’s rapid progress in building an advanced digital ecosystem, supported by strong regulatory policies, governance frameworks, and institutional capabilities.

It enhances digital market competitiveness, supports economic and social growth, and aligns with the Kingdom’s shift toward a smart economy.

The Digital Readiness Framework is an international index measuring national digital ecosystem readiness. It assesses telecom and technology systems, policies, and governance through 117 indicators across nine pillars.
