As you read these few lines, the Shoura Council members are most likely voting for or against the suggested amendment of the government employees’ salary scale.

The suggested salary scale should move from ‘fixed’ to ‘flexible’, according to Saudi economic specialists. If you ask me what the difference is, I will gladly tell you the following: The flexible salary scale relies much on crucial factors; such as productivity and competence. So, if the government employee is productive and shows continuous competence for the sake of achievement, he will gain a rewarding annual raise. Those who do not posses or reflect such factors will no longer get a pay hike.

How is this different form the ‘fixed’ salary scale? The current scale (fixed) entitles every government employee for a raise, mostly for the first four years of his civil service. At this level, the annual raise stops. The conflict begins when there are no vacancies for promotions. This is where most government employees start losing interest, ambitions and begin to show a deterioration in productivity.
