To start with, we should know the true meaning of supervision and should have a proper understanding of legislations on the basis of which we develop different rules and regulations. In addition to that we should be aware of our roles and responsibilities.
Starting a project is the easiest thing to do. Its proper implementation and execution depends on its strict supervision so as to ensure that no rules have been violated. All these factors are interlinked and play a huge role in the success of any project. Many prefer to treat all these elements different and independent from one another, which is undoubtedly a wrong approach and leads to problems in future.
There is a great need to integrate these elements in the process for the best possible results. We have to follow these ideals in all spheres of our civic life and when it comes to the Transport Ministry its importance increases manifold. Transportation in the general sense means everything that is related to construction of roads and means of transportation used by man.
However, changing realities on the ground have led to the creation of specialized agencies like airports, railways and internal city streets. This has caused to ambiguity in the ministry’s mission and the concept of transportation. The ministry has specific tasks; either in means of transportation or construction, but its key role lies in meeting peoples’ needs. Therefore, it should play this role in accordance with rules and regulations that empower it to achieve the required goals.
As far as its role is concerned in supervising means of public transportation, like cabs, rental cars and school buses in general, this role is not only confined to supervision but should deal with the implementation as well because these means are related directly to peoples’ lives and their safety. Hence, any violation of these rules and regulations could have serious consequences in the form of loss of human lives.
Recently, the ministry has assumed its supervisory role but it needs more powers to deal with the chaotic traffic situation more positively and successfully.
The ministry has the required capability and database that enables it to play this role. This campaign must be open and ongoing. An awareness program should also accompany it.
I think that the cabs running on our streets are like mobile death machines lacking maintenance, quality and professionalism. Given the present traffic congestion, the dangers of these means of transportation are on the increase, and this is what makes this timely campaign the most crucial in restoring order and discipline to our streets.
